Data Controller License Handover Ceremony<\/strong><\/span><\/p>\n

The inaugural Data Controller License Handover Ceremony, held at Rainbow Towers on 6 June 2025, marked a significant milestone in Zimbabwe\u2019s digital transformation.<\/p>\n

From the start of the day, it was clear that this was no ordinary event. A convoy of vehicles stretched from the hotel\u2019s entrance all the way to Samora Machel Avenue, reflecting the high-profile nature of the ceremony, which drew more than 500 delegates from across the country.<\/p>\n

\"\"Inside the venue, the atmosphere was filled with a collective sense of celebration and forward momentum. The Minister of ICT, Postal, and Courier Services, Honourable Tatenda Mavetera, was the Guest of Honour, alongside members of POTRAZ\u2019s Board, executive team, and stakeholders. Among the distinguished guests were the Commissioner General of ZIMRA, the Deputy Governor of the Reserve Bank of Zimbabwe, and CEOs from NetOne, Mukuru, ZIMPOST, the Deposit Protection Commission, and other key institutions.<\/p>\n

The diversity of the attendees was a testament to a growing spirit of unity and shared purpose in strengthening responsible data governance. A total of 570 data controllers received their licences \u2014 a group that included law firms, doctors\u2019 practices, health centres, municipalities, schools, churches, homeowners\u2019 associations, small and medium enterprises, corporations, parastatals, and government ministries.<\/p>\n

Dominican Convent and Arundel School led the education sector in securing their licences, while homeowners\u2019 associations from Borrowdale Brooke to Arlington Estate proudly took their place on the register. The clergy were well represented, adding a moral dimension to the event, and while doctors were not all present in person, their data protection officers stood in their stead. The legal community turned out in strong numbers, demonstrating their ongoing commitment to upholding data protection standards.<\/p>\n

In her keynote address, Minister Mavetera described the event as a \u201clandmark moment\u201d in Zimbabwe\u2019s digital transformation. She recognized the country\u2019s progress in becoming one of the few jurisdictions in Africa with a formal data controller licensing framework \u2014 a crucial step toward strengthening trust, securing data, and fostering sustainable economic growth.<\/p>\n

The Minister commended POTRAZ and the Harare Institute of Technology for their collaboration in delivering training for data protection officers and called for its further expansion \u2014 ensuring that even the smallest businesses and those in remote areas have access to these essential skills. She also advocated for a review of training costs to make compliance more accessible.<\/p>\n

Most importantly, Minister Mavetera challenged the newly licensed controllers to demonstrate the highest standards of integrity and transparency, noting that their licences represent not just accolades but a pledge to protect the data and dignity of all Zimbabweans.<\/p>\n

The Director General of POTRAZ addressed the gathering with humor and candour, stating: \u201cCompliance is like brushing your teeth \u2014 no one gets excited about it, but neglect it for too long and you lose your teeth\u2026 and your credibility.\u201d The analogy resonates with the reality that while compliance may seem a formality, it forms a crucial foundation for trust and responsible data management.
\nHe further explained: \u201cIt\u2019s much like wearing a seatbelt \u2014 you hope you\u2019ll never need it, but when a collision occurs, you\u2019re thankful you made the choice to be compliant.\u201d He applauded the 570 organizations that chose to be responsible stakeholders in the new era of data governance \u2014 recognizing that compliance is not a box-ticking exercise but a necessity for securing data, preserving dignity, and strengthening institutions.<\/p>\n

\"\"He went on to highlight POTRAZ\u2019s key achievements: licensing 570 organizations, training over 560 Data Protection Officers, developing guidelines, addressing 45 breach reports, and strengthening Zimbabwe\u2019s profile in international data protection networks.<\/p>\n

He reminded all present, however, that this was just the beginning. \u201cTrue compliance is ongoing \u2014 requiring vigilance, continuous training, and a relentless focus on honoring the rights of data subjects.\u201d
\nIn closing, the Director General challenged all stakeholders: \u201cCompliance may not make headlines, but non-compliance certainly does. Congratulations for choosing the wiser, more responsible path.\u201d
\nBy the conclusion of the ceremony, it was clear that this was much more than just a formality \u2014 it represented a turning point for the country. A cultural shift had taken root, reflecting a growing understanding that compliance is not a burden but a strategic advantage, a marker of credibility, and a civic responsibility.<\/p>\n
