VACANCIES NOTICE

Applications are invited from suitably qualified and experienced Zimbabwean citizens to fill the mentioned vacant positions.

a) DIRECTOR DATA PROTECTION

The position exists to ensure that the Authority is compliant with the provisions and dictates of the Cyber and Data Protection Act as well as any Ministerial and Government directives. The incumbent shall advise the Director General on compliance to data protection laws, monitoring set standards, creation of policies and procedures in line with enforcement, research, and development as well as advocacy, training and compliance to fulfil the Authority’s Mandate.

The position reports to the Director General.

DUTIES AND RESPONSIBILITIES
• Formulates Data protection policy in line with Government policy and the Cyber and Data Protection Authority (CDPA) Act to ensure the organisation achieves its mandate.
• Formulates medium and long term organizational Strategic plans in line with the Ministry and Government expectations.
• Ensures the creation and implementation of guidelines for data governance, integrity, data modelling, and quality assurance withing the Authority.
• Assists the Authority in setting proper conditions and infrastructure for the establishment of a Cyber Security Centre.
• In consultation with the Director General, facilitates cross border cooperation in the enforcement of privacy laws and participating at national, regional, and international forums mandated to deal with the protection of personal information initiatives.
• Takes all the necessary measures to comply with the principles and obligations of the CDPA Act and other statutory obligations governing the organisation.
• Promotes and enforce fair processing of data in accordance with the CDPA Act.
• Issues opinions on any matter relating to the application of the fundamental principles of the protection of privacy, in the context of the CDPA Act and internationally recognized data privacy principles.
• Submits to any Court any administrative act which is not compliant with the fundamental principles of the protection of the privacy in the framework of the CDPA Act as well as any law containing provisions regarding the protection of privacy in relation to the processing of data in consultation with the Director General.
• Advises the Director General on matters relating to right to privacy and access to information.
• Conducts research on policy and legal matters relating to the development of international best practices on the protection of personal information in Zimbabwe and advise the Director General accordingly.
• In consultation with the Director General, develops presentations to the Board on the Data Protect Authority’s Corporate Plan to ensure the Board appreciates the Authority’s mandate to provide the necessary Corporate Governance support.

QUALIFICATIONS AND EXPERIENCE

• Degree in Internet Governance/ ICT Policy/Computer Science/ IT / Law/Social Sciences/ Security Studies.
• MBA or its equivalent a must
• At least 10 years’ experience at Senior Management Level
• Certification as a Data Protection Officer an added advantage
• Qualification in ICT Policy Regulation and management an added advantage
• Knowledge of data security and protection an added advantage
• Clean Class four (4) driver´s licence a must.

b) HEAD RESEARCH AND DEVELOPMENT

The position exists to assist the Authority through overseeing complex research projects, analysis of results and provision of recommendations based on findings in compliance with the Postal & Telecommunications Act, the Cyber & Data Protection Act and other relevant research requirements of the Authority. The incumbent assesses the scope of research projects and ensures they are on time and within the stipulated budget.

The position reports to the Director General.

DUTIES AND RESPONSIBILITIES
• Plans and directs research and development policies, objectives and initiatives for the Data protection Authority and POTRAZ in general.
• Maintains the Authority’s competitive position by formulating research and development programs, policies, and procedures in line with its mandate
• Undertakes research on developments in processing of personal data and mitigate risk or adverse effects on the privacy of individuals.
• General Research and Development in the field of data protection, postal and telecommunications.
• Investigates and identifies new technologies that align to the mandate of the data protection.
• Determines what research techniques to be used and length of research process.
• Designs, organizes, and manages the distribution of research materials.
• Assists in various phases of research and development and formulation development activities in line with data protection, postal and telecommunications.
• Provides research for scientific evidence through a variety of resources, including internet and comparative analysis to support the data protection, postal and telecommunications mandates.
• Works with research and development team to ensure promised turn-around times on analyses are met.
• Keeps abreast of current trends, practices, developments, and regulatory changes, which would impact on data protection requirements.
• Suggests training tools to enhance employee performance and skill development in data protection, postal and telecommunications.
• Determines continuous research to establish all the economic trends as well as regulatory trends and technological and innovative changes.

c) HEAD ADVOCACY AND COMPLIANCE

The job exists to assist the Director Data Protection through ensuring that the company’s policies and procedures comply with regulatory and ethical standards on data protection. The incumbent shall ensure continuous advocacy, offer training programs, enforce compliance, perform regular audits, implement company policies, and design control systems in line with data protection.

The position reports to the Director Data Protection.

DUTIES AND RESPONSIBILITIES

• Organizes and coordinates advocacy related events and works with events teams to effectively publicize the provisions of Data Protection Act.
• Develops, implements and monitors annual advocacy programmes and budgets.
• Mentors, coaches advocacy team members, and ensures coherence across country-based, regional and global advocacy on data protection.
• Provides short and long-term advocacy strategies
• Ensures the country’s compliance on data protection obligations under international conventions and agreements.
• Develops and oversees control systems to prevent violations of legal guidelines and internal policies on data protection.
• Promotes collaboration with other bodies or organizations within and outside the country as appropriate in furtherance of the object and purpose of the Data Protection Authority.
• Coordinates the development of guidelines on codes of practice for the data controllers, data processors and data protection officers.
• In liaison with external agencies issues summons to a witness for purposes of investigating infringement and to any person required to provide explanations, information, and assistance to authority
• In liaison with Head Corporate Services and HR, conducts Cyber security training and knowledge sharing.
• Determines and recommends the administrative deterrent fines to be imposed on operators who fail to comply with the Cyber and Data Protection Act of 2021.
• Reviews and regularly updates the regulations and guidelines set out under the Data Protection Act of 2021.
• Determines training needs for Data Protection, ensure proper implementation, evaluates and recommends in liaison with Corporate Services Division.
• Evaluates departmental performance to ensure that training is meeting the data protection needs and improving performance.
• Assesses employees’ skills, performance and productivity to identify areas of improvement on data protection in liaison with Corporate Services Division.

d) HEAD CIRT AND ENFORCEMENT

The job exists to assist the Director Data Protection through ensuring that the company’s policies and procedures comply with regulatory and ethical standards on data protection and cybersecurity. The incumbent shall ensure continuous advocacy programs, enforce compliance, perform regular audits, implement company policies, and design control systems in line with data protection and cybersecurity.

The position reports to the Director Data Protection.

DUTIES AND RESPONSIBILITIES

• Plans, directs, coordinates, and reviews the work plan for data protection enforcement staff; assigns work activities, projects and programs; reviews and evaluates work products, methods and procedures in line with the provisions of CDPA Act.
• Oversees and provides direction in the management and enforcement of data protection including data collection, data entry, etc.
• Prepares and manages the department’s budget, including forecasting funds needed for staffing, equipment, materials, and supplies
• Registration and licensing of the of data controllers and data processors as well as Certification of all data controllers and data processors
• Manages Database/Records including a register of data controllers and data processors.
• Receives complaints from any persons on possible infringement of the rights under the Cyber and Data Protection Act.
• Conducts investigations based on complaints made by data subjects, or third parties as provided for in the DPA.
• Develops implements, and reviews policies, strategies, and guidelines on handling complaints and investigations.
• Implements administrative fines for failure to comply with the Cyber and Data Protection Act.
• Coordinates the development of data protection registration and certification standards and data protection seals and marks.
• Develops, implements and maintains processes, procedures and guidelines to improve and increase the effectiveness of the operations of ZWCIRT
• Provides oversight on data processing operations in the country.
• Verifies processing of data in accordance with the Cyber and Data Protection Law
• Carries out inspections of all public and private entities on processing of personal data in the country
• Conducts periodic audits of the processes and systems of the data controllers and data processors to ensure compliance.
• Conducts risk assessments and security analysis on the reported incidents
• Enforces compliance with the Cyber and Data Protection Act in relation to transfer of personal data outside the country.

e) MANAGER RESEARCH AND DEVELOPMENT

JOB PURPOSE
The position exists to assist the Head Research and Development create and implement best practice research vision, strategy, policies, processes and procedures. The incumbent shall be responsible for prioritising, planning, managing and implementing relevant, high quality research programmes that will support the Authority to achieve its mandate.

The position reports to the Head Research and Development.

DUTIES AND RESPONSIBILITIES

• Develops and implements research and development procedures and techniques for the department.
• Leads innovation and development within the Authority through strong technical market awareness analysis.
• Manages the research budget for the department in collaboration with the Finance Division.
• Ensures research into new and existing processes, devices, technologies, materials and techniques in line with data protection.
• Determines, implements and monitors research and development strategies, policies and plans for data protection.
• Develops and implements research projects, priorities and targets to support data protection guided by the CDPA Act.
• Leads all research projects and coordinating activities of Research Officers and Assistants.
• Provides advice on research and development options available to the Authority in line with data protection.
• Understands market trends and market analysis to appropriately decide the research needs to be developed
• Develops and delivers effective collaborative research programmes effectively utilizing the skills and experience on data protection.

f) MANAGER CIRT AND ENFORCEMENT

JOB PURPOSE
The position exists to assist the Head CIRT & Enforcement to oversee and provide direction in the management and enforcement of data protection in line with the provisions of the Cyber and Data Protection Act.

The position reports to the Head CIRT and Enforcement.

DUTIES AND RESPONSIBILITIES
• Assists in overseeing and providing direction in the management and enforcement of data protection including data collection, data entry etc.
• Assists in preparing and managing the department’s budget, on all data protection needs.
• Assists in the registration and licensing of the of data controllers and data processors as well as Certification of all data controllers and data processors
• Engages in database/records management including a register of data controllers and data processors.
• Receives complaints by any persons on possible infringement of the rights under the Cyber and Data Protection Act.
• Assists in conducting investigations on the basis of a complaint made by a data subject or third parties as provided for by the CDPA Act.
• Assist in developing, implementing, and reviewing data protection policies, strategies, and guidelines on handling complaints and investigations.
• Coordinates the development of data protection registration and certification standards and data protection seals and marks.
• Ensures effective implementation and maintenance of processes, procedures and guidelines to improve and increase the effectiveness of the operations of CIRT.
• Carry out inspections of all public and private entities on processing of personal data in the country.
• Ensures periodic audits of the processes and systems of the data controllers and data processors to ensure compliance.
• Assists in conducting risk assessments and security analysis on the reported incidents on data protection

g) DATA COMPLIANCE OFFICER X2

JOB PURPOSE
To assist the Manager Advocacy and Compliance in establishing and maintaining an effective compliance program to promote awareness of and compliance with data protection laws, regulations, policies and standards as spelt out by the Cyber and Data Protection Act.
This position reports to Manager Advocacy and Compliance.
DUTIES AND RESPONSIBILITIES
• Advises the Authority on data protection laws, monitoring and ensure strict adherence to data protection standards.
• Ensures the Authority functions in a legal and ethical manner while meeting its data protection mandate.
• Develops compliance programs, reviews Authority’s policies, and advises management on possible risks.
• Assists management in developing, maintaining, and administering all aspects of the Authority’s compliance program in line with data protection regulations
• Ensures continuous revision and development of data protection Authority’s policies
• Audits processes, practices, and documents on data protection to identify weaknesses and proffer recommendations
• Assists in educating and training employees on data protection regulations

h) CYBER SECURITY OFFICER X2

JOB PURPOSE

The position exists to establish and maintain the Authority’s data protection/security management program, including but not limited to procedures and policies designed to protect the Authority’s information, systems and technology assets from both internal and external threats.

This position reports to Manager CIRT and Enforcement.

DUTIES AND RESPONSIBILITIES

• Designs and implements data protection security measures for the Authority
• Ensures proper installation, configuration and regular updating data of protection security software
• Offers continuous updates to all employees on security protocols on data protection.
• Tracks data protection trends and makes sure that the Authority’s information systems are up to date.
• Trains other workers on how to use the technology safely and securely.
• Ensures that the Authority’s systems are both secure and protected.
• Maintains track of any safety trends that may be important for effective data protection.

i) RESEARCH OFFICER X2

JOB PURPOSE
To assist in carrying out research through data collection and analysis for a given study or project within the Authority.

The position reports to the Research and Development Manager

DUTIES AND RESPONSIBILITIES

• Identifies research goals, research methods, variables, and other test parameters within the Authority.
• Makes a choice on how to collect data and offers recommendations on evaluating the data on behalf of the Authority.
• Identifies project goals, research methods, variables, and other test parameters.
• Reviews gathered research and offers analysis of the various sets of data for any recommended project
• Makes research schedules to monitor the Activities of research teams

j) DIGITAL FORENSIC ANALYST X2

JOB PURPOSE
The digital forensic analyst examines computers and other digital devices, such as mobile phones and cameras, for evidence of crime. The incumbent supports the Authority in both civil, criminal investigations and intelligence agencies by detecting, preserving, analysing and presenting digital evidence as provided for by the Data Protection Act and other pieces of data protection legislation within the Authority.

The position reports to the Manager CIRT and Enforcement

DUTIES AND RESPONSIBILITIES
• Conducts data forensic investigations for the Authority’s computer security incidents including but not limited to internal and external intellectual property theft, attacks/intrusions, computer abuse and insider threat investigations
• Provides support to civil and criminal investigations by detecting, preserving, analysing and presenting digital evidence on data protection breaches.
• Retrieves the evidence even if it has been deleted or corrupted and ensures the Authority’s data is kept safely.
• Examines at the Authority’s computer hard drives periodically to recover deleted files and record their findings in a detailed report and use it as evidence in the future.
• Performs software/hardware testing on digital equipment and other electronic devices within the Authority.
• Follows through leads on data protection until all possible avenues in investigating a case have been exhausted.
• Performs log in, memory and RAW analysis of all computers within the Authority
• Maintains full chain of custody and evidence tracking on data protection
• Demonstrates skill in performing post-incident computer forensics in a sound manner.
• Provides expert analysis and interpretation of forensic artifacts, including expert opinions on data protection when necessary
• Maintains knowledge, understanding of current trends and new developments in the field of digital forensics, and provides training to other team members on data protection
• Tracks mobile phone movements and activity to ensure data protection internally and externally.
• Traces emails and website’s where necessary, link photographs with cameras and software and tests for viruses and hackers.

k) FIELD TECHNICIAN X3

JOB PURPOSE

The position assists the Authority in handling on-site servicing, diagnostics and repairs of electrical products or equipment. It also callouts, providing technical service and maintenance support such as installing, maintaining, and repairing equipment out in the field and providing technical training when necessary.

This position reports to Digital Forensic Analyst.

DUTIES AND RESPONSIBILITIES

• Provides service and customer support during field visits or dispatches
• Manages all on site installation, repair, maintenance and test tasks for the Authority
• Diagnoses computer errors or technical problems and determines proper solutions to ensure proper data protection
• Produces timely and detailed service reports for effective data security.
• Follows designated Authority’s filed procedures and protocols on computers and related products.
• Cooperates with technical team and shares information across the Authority.
• Comprehends customer requirements and makes appropriate recommendations/briefings
• Troubleshoots, tests, repairs and services technical equipment
• Provides service and customer support during field visits
• Manages on-site installations, repairs, maintenance and testing
• Diagnoses errors or technical problems and determines proper solutions
• Produces detailed service reports on data security

l) RESEARCH ASSISTANT X2

JOB PURPOSE

The position exists to provide support to senior managers/researchers who are conducting experiments or gathering and analysing information and data within the Authority. The incumbent supports all initiatives through conducting research, analysing results and generating original ideas as guided by the CDPA Act.

The position reports to the Research Officer

DUTIES AND RESPONSIBILITIES

• Maintains quality controls standards to preserve the integrity of data and findings to produce quality data to guide decision makers within the Authority.
• Carries out experiments and research according to protocols laid out by primary researchers within the Authority.
• Assists in the collection of data and conduct statistical analyses of data sets as may be required by the Authority.
• Prepares graphs and spreadsheets to portray results for a better illustration.
• Creates presentation slides and posters to help researchers present findings
• Checks facts, proof reads, and edits research documents to ensure accuracy
• Ensures proper scheduling and conducts interviews for all participants
• Writes reports to summarize data, the implications of the results and submit findings.
• Maintains accurate records of interviews, safeguarding the confidentiality of subjects, as necessary.
• Monitors the project budget

m) EXECUTIVE ASSISTANT

JOB PURPOSE

The position is responsible for provision of secretarial and administrative support to the Director Data Protection Authority. The incumbent also provides effective and courteous support or service to people contacting the Director’s office and promotes a positive image of the organisation.

The position reports to the Director Data Protection.

DUTIES AND RESPONSIBILITIES
• The incumbent is responsible for the management of all Office equipment in the Director’s Office to avoid any losses of such.
• Handles incoming and outgoing calls for the Director’s office to ensure that the Director communicates with all stakeholders when it is appropriate.
• Liaises with Office cleaners for the upkeep of Director’s office to ensure that the office is presentable at any given time.
• Prepares and serves tea and refreshments for the Director’s visitors to ensure a hospitable environment while they wait and meet with the Director.
• Receives and diarizes all requests for meetings, luncheons, workshops and conferences the Director is supposed to attend to ensure adequate planning.
• Manages all the diarized day’s activities to ensure adequate planning of activities according to priority and importance.
• Advises the Director of received cancellations, postponements, and any other changes on diarised events to ensure rescheduling and planning of other meetings timeously.
• Prepares all necessary documents needed by the Director for workshops to ensure that they are ready for use and in the right format for workshops to be attended.
• Emails all outgoing documents and distribute all incoming emails according to date, subject etc. for effective communication to ensure that documents are received timeously to the intended recipient.

n) ADMNISTRATIVE ASSISTANT
JOB PURPOSE
The job exists to provide support to managers, other employees within the data protection Authority, and office visitors by handling a variety of tasks in order to ensure that all interactions between the department and others are positive and productive.

The position reports to the Manager Advocacy and Compliance

DUTIES AND RESPONSIBILITIES
• Handles office tasks, such as filing, generating reports and presentations, setting up meetings, and reordering supplies for data protection department.
• Provides real-time scheduling support by booking appointments and preventing conflicts.
• Makes travel arrangements, for members within the data protection departments.
• Screens phone calls and routing callers to the appropriate party within the department
• Generates reports, transcribe minutes from meetings, create presentations, where necessary and appropriate
• Assists visitors within the data protection department.
• Maintains polite and professional communication via phone, e-mail, and mail.
• Disseminates written policies and procedures related to data protection compliance activities.

• Handles office tasks, such as filing, generating reports and presentations, setting up of meetings, and reordering supplies.

EDUCATION AND QUALIFICATION

• National Diploma in Secretarial Studies or equivalent.
• A minimum of 5 “O” Levels including English and Maths at grade C or better
• A relevant Degree an added advantage
• At least 2 years’ experience.
